Abstract
Under the Doi Moi reforms by the Communist Party of Vietnam, the healthcare system shifted from full government funding to shared costs between patients and their insurance provider, which is often the national health insurance. Recently, the government has pushed for hospitals to achieve greater fiscal autonomy, reducing or ending direct subsidies for their operating expenses. These policies are based on the Socialization of Public Services Theory (SPST). This project examines the current constraints of Vietnamese public hospitals to assess the viability of full fiscal autonomy.
