I hereby certify that the Rev. Charles. E. McIlvaine who has signified to me his desire to be transferred to the Diocese of Delaware is a Presbyter in regular standing of the Diocese & so far as I know & believe has not for three years last past been justly [?] to [?] report for error in religion or [?] of life.
